Beacon conditions for transmitting posistion:
If distance from last beacon is more than 300 meter
If heading changes more than 35°
If speed is above 2 km/h the beacon rate is between 1 and 5 minuts
If speed is below 2 km/h the beacon rate is 15 minuts
